Philip Rice

1st Term, Expires 2026

After residing in Ossining for 20 years, I am pleased and honored to join the Ossining Public Library Board of Trustees and support the Library’s mission to enrich, connect and inspire the entire Ossining community. The Library has done a great job in serving as a community center and life-long learning resource for local residents of all ages, and I am excited to be involved with programs that will ensure that OPL will offer great facilities not only for today’s users, but for future generations.

In my role as a trustee, I am dedicated to maintaining the Library’s leading role not only as a readily accessible provider of books on all subjects, but also as a vibrant center that hosts a wide range of community-building programs and events, such as art exhibits, presentations, learning workshops, and cultural performances.

I recently retired from a 44-year career as a civil engineer working on major domestic and international public infrastructure projects. I now look forward to utilizing my business and engineering experience and skills in supporting the Library Director, Assistant Director, staff and my fellow trustees in advancing the library’s goals. In particular, I believe that my background in the design and management of complex projects, which involved significant community impacts, and working collaboratively with diverse stakeholders (government agencies, utility companies, architects, contractors, environmental consultants) can be applied with positive benefits to the community in my role as a library trustee. My educational background includes a Bachelor of Science in Civil Engineering Degree from Princeton University and a Master of Engineering Degree in Geotechnical Engineering from the University of California, Berkeley.

My previous volunteer work includes membership over five years in the Millwood, NY Community Task Force, working on a variety of public interest issues, most notably advising the Millwood Board of Fire Commissioners on the selection and management of their architect and their construction manager for their new firehouse project, which was a successful addition to the community.
